TERMS OF REFERENCE – FACILITATOR FOR ACTIVITIES FOR DRAFTING THE GOVERNMENT STRATEGY FOR COOPERATION WITH CIVIL SOCIETY

 

Overall Objective

CiviKos, within the framework of the Citizen Engagement Activity, is looking for a Facilitator for activities for drafting the Government Strategy for Cooperation with Civil Society.

About CiviKos

CiviKos Platform is an initiative of civil society organizations in Kosovo established to create and promote an enabling environment for the cooperation of the formal civil society sector and state institutions of Kosovo. Continuously growing and currently with 305 member organizations of civil society, CiviKos Platform is committed to deepening the cooperation between member organizations, as well as public authorities and other relevant stakeholders in the development of civil society in Kosovo. With its mission to enable a civil society environment in Kosovo, CiviKos will utilize the expertise and the already solid formalized structure with public institutions to create a sustainable environment for CSOs.

About the Citizen Engagement Activity

The Citizen Engagement Activity is a 5-year commitment to foster a culture of activism that makes life in our neighborhoods and cities better, caring, and meaningful. This initiative imagines a future built upon a civil society that brings fundamental change within our communities through bold activism, bottom-up representation, wide-spread cooperation, professional action, structural transparency, a transformative mobilization of resources, and a reencountered sense of solidarity with one another. 

The Citizen Engagement Activity in Kosovo is implemented by the Kosovar Civil Society Foundation in Kosovo (KCSF) in partnership with the United States Agency for International Development (USAID). CiviKos Platform is a partner of KCSF in implementing this activity.

 

Background and Scope

CiviKos Platform facilitates the process of cooperation between civil society and the government and is co-chairing the Council for Cooperation between Civil Society and the Government. In April 2024, a decision by the Secretary General of the Prime Minister"s Office led to the establishment of the working group tasked with drafting the Government Strategy for Cooperation with Civil Society. CiviKos Platform will support the Strategy development process, by organizing meetings/workshops and providing other necessary technical support for this process.

With the aim of providing this support, CiviKos Platform, within the Citizen Engagement Activity is looking for a Facilitator for activities for drafting the Government Strategy for Cooperation with Civil Society.

Aim and Objectives

The aim of this engagement is to provide technical support for the drafting process of the Strategy, based on the work plan.

 

Specific objectives:

·         Participating in meetings for drafting the Strategy.

·         Taking meeting notes.

·         Compiling summaries of meeting discussions, with special emphasis on the specific recommendations emerging from meetings.

 

The facilitator will be engaged for a total of 12 days during the period from June to November 2024.

Deliverables

Facilitator will participate in the meetings organized for drafting the Government Strategy for Cooperation with Civil Society. After the meetings, facilitator will compile summaries of the meetings discussions. These summaries should be presented in reports formats, which should be written in English and fully reflect the discussions developed during the meetings.

 

Expected outputs/deliverables will include the following:

·         Taking notes during the meetings.

·         Compiling meetings summaries.

·         Listing recommendations that arising from meetings.

Criteria

The facilitator/company shall have:

●     Extensive experience in completing similar assignments.

●     Demonstrated knowledge and experience working with the civil society sector.

●     Experience working with the Council for Cooperation between Civil Society and Government is considered an advantage.

●     Demonstrated high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.

●     Excellent report writing skills.

●     Communication and cooperation skills.

●     Full working knowledge of English. Serbian language is an advantage.

Proposal and budget

The interested parties can express their interest in the engagement by sending their CV and a short description of the facilitator/company, including an outline of their recent experience on similar undertakings. The budget proposal should be in euros. The required documents should be delivered to info@civikos.net no later than 7 June 2024.

Democracy Plus (D+), in partnership with OSCE Mission in Kosovo (the OSCE), are implementing the Apprenticeship Programme at the local level, which aims at promoting youth’s participation in decision and policy-making processes through a hands-on participatory approach, based on the learning-by-doing principle, and by equipping them with adequate transferable skills and knowledge.

This year’s Apprenticeship Programme will host fifteen (15) young women and men between the ages of 20 and 24, who will be assigned in local government institutions and partner civil society organizations (CSOs). The programme aims at bringing young people closer to local government institutions and relevant CSOs, directly involving them in local participatory processes, as well as in decision- and policy-making processes.

Based on the applicants’ profiles and interests, and considering the needs of the partner institution and/or organization, the selected apprentices will be placed in various offices/divisions/directorates of municipalities and partner CSOs throughout Kosovo. In order to guide and monitor their work throughout the apprenticeship period, the partner institutions/organizations will be invited to appoint supervisors, who will conduct regular evaluations for the apprentices.

Objective:

The Apprenticeship Programme aims to allow 15 young women and men to acquire relevant professional experience in local decision and policy-making processes over a period of five months.

Tasks:

Depending on the type of work and the local government directorates/divisions/sections or partner CSOs, apprentices will be tasked with:

• Assisting in:
  • developing opinions and feedback on policy proposals;
  • preparing internal and external reports;
  • conducting internal planning, monitoring and evaluation processes;
  • implementing project(s) and initiatives;
  • conducting desk research and analysis.
• Developing a schedule for regular communication with the assigned supervisor;
• Performing other duties as assigned by the assigned supervisor;
• Attending two-trainings during the course of the programme.

 

Deliverables:

• By 10 June 2024, the selected apprentice in coordination with the assigned supervisor, should submit a work plan with a detailed outline of tasks, responsibilities and deliverables;
• By 31 October 2024, the selected apprentice will submit a final self-evaluation report through which the apprentice will be invited to critically reflect on his/her experience, as well as on the relevance of the programme to his/her professional advancement/civic engagement;
• By 31 October 2024, the selected apprentice should fill in the final survey on the apprenticeship programme;
• At the end of each month of their apprenticeship, the selected apprentices in coordination with the assigned supervisor, should submit a monthly Attendance Sheet, signed by both, the apprentice and the supervisor, confirming the dates and times when the apprentice was present at the work post;
• The selected apprentices should deliver a monthly written briefing to D+ on the completed activities/task.

 

Performance indicators:

• The apprentice complies with its part-time working schedule, as per the work plan agreed with its supervisor;
• The apprentice attends two training sessions;
• The apprentice provides the requested deliverables (e.g. work plan, monthly Attendance Sheet, final report, final survey);
• The apprentice demonstrates an increased knowledge and interest in participatory and decision-making processes at the local level.

 

Location:

The selected candidates will be working at the premises of selected local government institutions and partner CSOs, where they will be provided necessary space and material to work in-person, as much as desired.

Duration:

The apprenticeship programme will last for five months (June-October 2024).

The selected candidates will have to report to their duty stations at least 14 working days a month, for not less than four hours a day.

 

Necessary qualifications:

• Being between the ages of 20 and 24 years at the time of submitting the application;
• Enrolled as a student in a university programme;
• Excellent oral and written command of Albanian, Serbian or both languages;
• Good oral and written command of English is an advantage;
• Ability to operate Windows applications, including word processing and e-mail;
• Demonstrated gender awareness and sensitivity;
• Willingness to work as a team member;
• Possession of a bank account in Kosovo.

 

Desirable qualifications:

• Basic knowledge of public participation and decision-making mechanisms at the local level;
• Current or past membership in youth structures (e.g. Local Youth Action Councils, Youth Centre, etc.) and/or civil society organizations actively involved in the youth sector;
• Contributed, as a volunteer and/or youth worker, in relevant initiatives/projects.

 

Note: Both D+ and the OSCE are committed to promote diversity and inclusion, and encourage qualified young female and male candidates, as well as candidates with disabilities, from rural areas and belonging to non-majority communities or vulnerable groups, to apply to the Apprenticeship Programme.

Remuneration:  

A lump sum amount of EUR 142.5 (Gross) per person/per month will be given to each selected candidate for covering transportation expenses. The amount will be reimbursed on a monthly basis, upon submission of the signed attendance sheets.

Qeveria e Republikës së Kosovës është një nga qeveritë më pro aktive në rajon në mbështetjen për zhvillimin e mëtutjeshëm të shoqërisë civile. Në korrik të vitit 2013, Qeveria e Kosovës miratoi Strategjinë e parë Qeveritare për Bashkëpunim me Shoqërinë Civile (2013-2017), e cila përcaktoi rregullat për bashkëveprimin dhe bashkëpunimin e Shoqërisë Civile në bërjen e politikave dhe qeverisjen e mirë. Strategjia ofron një bazë të fortë bashkëpunimi midis qeverisë dhe shoqërisë civile, me qëllim të mbajtjes së qeverisë në përgjegjësi për krijimin e një mjedisi të favorshëm për zhvillimin e sektorit të shoqërisë civile në vend. Si rezultat, shoqëria civile gjithnjë e më shumë është e përfshirë në politikë bërje.

Zyra për Qeverisje të Mirë pranë Zyrës së Kryeministrit (ZQM / ZKM) luajti një rol qenësor në të gjitha zhvillimet në këtë drejtim. ZQM / ZKM është institucioni kryesor qeveritar që koordinon procesin e përfshirjes së shoqërisë civile në vendimmarrje dhe bashkëpunim ndërmjet qeverisë dhe shoqërisë civile. Po ashtu, kjo zyre koordinon procesin e krijimit të sistemit të mbikëqyrjes dhe raportimit për përfshirjen e shoqërisë civile, siguron forcimin e bashkëpunimit dhe koordinimit të aktiviteteve dhe përfshirjen përmes institucioneve qeveritare dhe shoqërisë civile me qëllim të hartimit dhe zbatimit të politikave publike në dobi të qytetarët.

Zyra për Qeverisje të Mirë pranë Zyrës së Kryeministrit me mbështetjen e Projektit të Asistencës Teknike të financuar nga e BE-së, në periudhën nga 2016 deri në 2019, arritën të zbatojnë shumicën e aktiviteteve të parashikuara në Strategjinë e parë: Hartuan Strategjinë e re qeveritare për bashkëpunim me shoqërinë civile 2019-2023 dhe arritën të mbështesin punën e Këshillit për Bashkëpunim të Qeverisë me Shoqërinë Civile. Për më shumë, është bërë një përmirësim i dukshëm në sigurimin e hapësirës për proceset e hapura të konsultimeve publike dhe përfshirjen e qytetarëve në hartimin e politikave, si dhe në fushën e transparencës dhe llogaridhënies në sigurimin e fondeve publike për OShC-të.

Habit Hajredini, Drejtori i Zyrës për Qeverisje të Mirë pranë Zyrës së Kryeministrit i cili ishte pjesë e të gjitha këtyre zhvillimeve për shumë vite, thekson se "Qeveria është e përqendruar në mbështetjen e zhvillimit të shoqërisë civile. Ne besojmë se krijimi i një kornize më të mirë ligjore, institucionale dhe financiare për bashkëpunim midis qeverisë dhe shoqërisë civile është një nga treguesit thelbësor të pjekurisë për demokracitë moderne. Shoqëria civile e fuqizuar dhe aktive mund të kontribuojë në formimin e një legjislacioni më të mirë, ofrimin e shërbimeve publike me cilësi më të mira, të sigurojë monitorim më efektiv të zbatimit të reformave kryesore të politikave si dhe në rritjen e vullnetarizmit të qytetarëve. Jemi të lumtur që po ecim në hap me rekomandimet e BE-së për zhvillimin e shoqërisë civile dhe po krijojmë mundësi ​​ për një mjedis më të mirë për këto zhvillime. Strategjia e re që u miratua në shkurt 2019 është edhe më afër OShC-ve dhe nevojave të qytetarëve dhe ne besojmë se zbatimi i saj do të sjellë vlera më pozitive në demokratizimin e mëtutjeshëm të shoqërisë sonë. Strategjia e re për bashkëpunim të qeverisë me shoqërinë civile 2019-2023 sjell perspektiva të reja dhe angazhime të reja të Qeverisë ndaj OShC-ve. Kjo Strategji përcakton objektivat dhe politikat strategjike të Qeverisë së Republikës së Kosovës për periudhën e ardhshme afatmesme në mënyrë që të përmirësojë mjedisin për zhvillimin e shoqërisë civile dhe të krijoj parakushte për një bashkëpunim më efektiv të organeve qeveritare dhe OSHC-të në proceset kryesore të reformës në vend.

Katër objektivat strategjike u përcaktuan në një proces me shumë pjesëmarrës që ka përfshirë rreth 60 përfaqësues të OSHC-ve në të gjithë vendin. Rol themelor në këtë proces pati Zyra për Qeverisje të Mirë dhe Zyra e Kryeministrit. Ekipi punues, i përbërë nga përfaqësues të qeverisë dhe shoqërisë civile, u krijua nga ZKM me mbështetjen e ekspertëve të Zyra e Qeverisjes së Mirë pranë Zyrës së Kryeministrit dhe projektit të Asistencës Teknike të financuar nga Bashkimi Evropian.

Ky ekip i gjithëpërfshirës ka qenë shumë pro aktiv në plotësimin dhe vlerësimin e Strategjisë së mëparshme, përcaktimin e fushave me përparësi dhe përcaktimin e misionit / vizionit të Strategjisë për 2019-2023.

Procesi i përgatitjes së Strategjisë është shembulli më i mirë i transparencës së institucioneve dhe proceseve të hapura të konsultimit dhe është një nga mënyrat më të mira të përgatitjes së dokumenteve strategjike dhe ligjeve. Për të siguruar sa më shumë të dhëna të mundshme nga OShC-të dhe palët e tjera të interesit, përveç ekipit të punës, u mbajtën takime konsultimi edhe me përfaqësuesit e OSHC-ve në 5 rajone - Mitrovicë, Pejë, Prishtinë, Prizren dhe Gjilan me më shumë se 55 pjesëmarrës. Po ashtu u mundësuan konsultime online në një periudhë prej 30 ditësh.

Rritja e pjesëmarrjes së shoqërisë civile në hartimin e politikave është objektivi i parë strategjik. Qeveria ka bërë përparim të konsiderueshëm në zhvillimin e standardeve dhe praktikave për rritjen e pjesëmarrjes së shoqërisë civile në hartimin e politikave dhe legjislacionit. Në periudhën tre vjeçare u miratua një rregullore e re dhe filloi të praktikohet. Si pasojë, këto përmirësime u konfirmuan edhe nga institucione të rëndësishme ndërkombëtare. Kohët e fundit Banka Botërore përmes projektit të tyre "Treguesit Global të Qeverisjes " që përfshin 187 vende të botës, e ka renditur Kosovën si të parën në mesin e vendeve të Ballkanit Perëndimor dhe nw vendin e njëzet e katërt nga të gjitha vendet e përfshira në vlerësim.

Përmirësimi i qëndrueshmërisë së financimit të programeve dhe projekteve të OSHC-ve është objektivi i dytë strategjik. Të dhënat e fundit tregojnë se ekziston një përparim i dukshëm në zbatimin e rregullores në lidhje me fondet publike për OShC-të. Fondet janë në rritje, në total 22,7 milion euro u janë shpërndarë OShC-ve nga institucionet shtetërore..

Objektivi i tretë ka për qëllim sjelljen e shërbimeve publike më efektive dhe më efikase, pasi Qeveria dhe OSHC-të janë të angazhuara të punojnë së bashku në të ardhmen në zhvillimin dhe miratimin e standardeve dhe procedurave për ofrimin e shërbimeve publike nga OShC-të, përfshirë mbulimin e licencimit.

Dhe në fund, objektivi i katërt, por jo më pak i rëndësishëm është rritja e vullnetarizmit. Një studim mbi vullnetarizmin në Kosovë është realizuar dhe gjithashtu disa aktivitete në formë të punëtorive dhe fokus grupeve janë organizuar. Në vitin 2019, është hartuar një koncept dokument për rregullimin dhe promovimin e vullnetarizmit.

Në një vit implementimi, gjatë vitit 2019, Strategjia Qeveritare për Bashkëpunim me Shoqërinë Civile është duke u zbatuar në përputhje me Planin e Veprimit. Përkatësisht, shtatë nga 17 aktivitetet e planifikuara për vitin 2019, shtatë janë realizuar plotësisht, tetë aktivitetet janë në zbatim e sipër dhe vetëm dy prej tyre nuk janë zbatuar.

Arritje të mëdha në një periudhë të shkurtër. Me përkushtim të plotë nga të gjithë palët e interesuara, mjedisi për shoqërinë civile në Kosovë mund të jetë edhe më i avancuar dhe më i favorshëm në krahasim me vendet e tjera të rajonit.

Z. Habit Hajredini, Drejtori i Zyrës për Qeverisje të Mirë pranë Zyrës së Kryeministrit beson se demokracitë e përparuara kanë shoqëri të fortë civile, demokracitë në tranzicion të cilët synojnë të bëhen pjesë e BE-së kanë nevojë për një shoqëri civile edhe më të fortë. Kështu që, qeveria, OSHC-të dhe qytetarët kanë përgjegjësi të përbashkëta drejt demokratizimit të vendit, drejt integrimit në BE dhe shoqërisë civile të fortë dhe të pavarur.

z.Hajredini theksoi se edhe nga qeveria e re kemi marrë përkrahjen dhe zotimin se Qeveria e Republikës së Kosovës i konsideron organizatat e shoqërisë civile partnerë të rëndësishëm në arritjen e objektivave strategjike për zhvillimin shoqëror dhe ekonomik të Kosovës në rrugën e procesit të integrimit në BE.

Hapja, transparenca dhe pjesëmarrja janë ndër parimet themelore të qeverisjes së mirë që Qeveria e Republikës së Kosovës është e angazhuar thellësisht për të promovuar në punën e saj të përditshme. Transparenca pro aktive dhe hapja e të dhënave për shpenzimet buxhetore është një nga shtyllat thelbësore për të siguruar një menaxhim të qëndrueshëm të financimit publik, luftim efektiv kundër korrupsionit dhe një llogaridhënie më e fortë në punën e institucioneve publike në të gjitha nivelet.

Recent election interference cases have put social media at the centre of attention. These events exposed the risks posed by actors manipulating political perceptions through disinformation or hate speech and spreading their messages using bots or political advertising. The EU’s Guide for Civil Society on Monitoring Social Media During Elections, prepared by DRI, helps readers understand how these challenges are affecting democracies and sets out how to monitor these phenomena to create a better understanding and to make that discourse more transparent. The guide also provides a framework to establish monitoring activities, how to produce evidence to help counter threats to democratic discourse and strategies to help shape better regulation. CSOs are innovators, testing new approaches to both traditional and emerging problems. One of today’s issues creating an unprecedented challenge to civil society is the rise of populist leaders and their pervasive rhetoric, in different parts of the world. Populists have been adept at winning hearts and minds and creating or mining divisions in society, based on fear and hatred. This undermines the progressive values and ideals of inclusion, equality, diversity and respect for human rights advanced by CSOs working on social and environmental justice and sustainable development. This is the main focus for this report. The traditional toolkit of civil society actors— policy-centred tools, naming and shaming tactics—has so far proven inadequate in responding to these new challenges. CSOs must find innovative, fresh and effective ways to not only respond but also more fundamentally revive their impact in this new landscape. The Organization for Security and Co-operation in Europe (OSCE) Mission in Kosovo would like to invite you to two upcoming events: 

 

1)  The annual OSCE Civil Society Forum 2019 “Technology x Democracy” will be held on 04 December 2019, from 09:00 in Hotel Swiss Diamond, in Prishtinë/Priština. The aim of the event this year is to discuss and analyse technology and civic tech solutions and their impact on encouraging active public participation in decision-making in Kosovo. Translation will be provided in Albanian and Serbian languages.

 

     A workshop on sustainability and scaling models of civil society organisations will be held on 05 December 2019, from 09:00 in Hotel Swiss Diamond, in Prishtinë/Priština. The workshop will be delivered by an international expert, Mr. Joshua Harvey. Please note that for this workshop we have limited seats of 20 persons and is in English only. Therefore registration is done on a first-come, first-served basis and one civil society organisation can send a maximum of 2 persons.
